Sales manager & create button for quotation

Hi guys

I´m working with SAP sales manager but I have some troubles, i´need create a Quotation in app with estandard funcionality but the "create" button is missing can create activities and opportunities, anyone knows reason for this?

I deleted the custom filters , but the problem persist
